Mr. Holmstedt has 40 years of public finance experience covering a variety of specialty areas. Mr. Holmstedt’s environmental and solid waste experience began with his involvement with the California Pollution Control Financing Authority’s Small Business Administration Guarantee Program in 1979, the precursor of today’s Tier 1 issuance program. Since 1979, Mr. Holmstedt has participated in approximately 75% percent of the Authority’s bond sales.
In 1986, while at Bear Stearns, Mr. Holmstedt, in cooperation with the Treasurer’s Office and the Office of Energy Assessments, developed a debt structure to provide a source of moneys to the State’s Agencies to finance energy reduction and efficiency projects. The initial sale of bonds was rated higher than other lease obligations of the State because the debt structure’s source of payment was considered part of each Agency’s base budget allocation. The promotion of this concept by Mr. Holmstedt saved the State approximately five basis points on its interest cost. After the initial bond sale Mr. Holmstedt provided further assistance to the Office of Energy Assessments staff in structuring and implementing the individual loans.
Mr. Holmstedt was successful in financing the RNG landfill project on the Dallas McCommas Bluff landfill that provided RNG to Sacramento Municipal Utility District, as well as a RNG landfill gas project in Canton, Michigan that provided RNG to the City of Vernon's electric utility.
During the City of Detroit's recent bankruptcy, Mr. Holmstedt was able to structure and finance the renovation of a waste-to-energy project and steam loop that served the City. The $55 million financing provided much needed rehabilitation capital for the waste-to-energy plant and steam loop.
Over the past 5 years Mr. Holmstedt has provided Phoenix Energy financing assistance in the development of its biomass gasification units in Madera, Oakdale and Northfork. Most recently, Mr. Holmstedt structured $28.25 million of financing for the State of California’s first medical waste disposal facility for incinerables, utilizing high heat thermal destruction. The financing was not rated, and the company had no previous operating history.
Mr. Holmstedt has also led our firm's investment banking services for charter schools, having completed multiple issues for the Creative Child Care, Inc., Tri-Valley Learning Corporation, Horizon Community Learning Center, and the Phoenix Advantage Charter School. In addition, he has completed education financings for The Harker School in San Jose, Leadership Learning Partners Charter School in Philadelphia and Brea-Olinda Unified School District.
Mr. Holmstedt has also provided investment banking services, including Mello-Roos bonds, for the following California cities: West Sacramento, Los Angeles, Riverside, Anaheim, Orange, Moreno Valley, Desert Hot Springs, Colton, Carson, San Diego, San Francisco, Santa Clara, Oakland, Folsom and Stockton, in addition to many State and local entities throughout the country.
Mr. Holmstedt graduated with honors in Business Management and Finance from the University of California, Davis. Mr. Holmstedt holds the following FINRA licenses: Registered Broker-Dealer Agent (AG); Series 7 General Securities Representative (GS); and Series 53 Municipal Securities Principal (MP).
Mr. Evans has 27 years of public finance investment banking experience and is an expert in devising financing solutions for a wide range of 501(c)(3) corporations. During his public finance career he has senior managed over $5 billion of tax-exempt and taxable bond financings for state and local governments, and non-profit corporations. During the past 20 years, Mr. Evans has focused his efforts in the 501(c)(3) sector and his clients include private colleges and universities, foundations, independent schools, low income housing providers, independent research institutes, art museums and other cultural institutions, membership organizations and California’s regional centers and their nonprofit foundations. He is highly skilled at devising credit strategies and identifying and communicating clients’ credit strengths to the rating agencies, credit enhancement providers and institutional investors.
Mr. Evans joined the Firm in 2010. He previously worked in the San Francisco offices of the Public Finance Investment Banking groups of Wedbush Securities (Senior Vice President), Banc of America Securities (Principal) and PaineWebber/UBS (Vice President). Prior to his Public Finance Investment Banking career, Mr. Evans worked in the Office of the President, University of California, and on Capitol Hill in Washington D.C. in a variety of political staff and campaign consulting positions.
Mr. Evans has a MBA from the University of California, Berkeley, and B.A. in Economics from the University of California, Los Angeles. He holds the following FINRA licenses: Series 7 General Securities Representative; Series 52 Municipal Securities Representative; and Series 63 Uniform Securities Agent State Law.
Mr. Martz has 31 years of public finance investment banking experience and has provided analytic and technical support for Westhoff, Cone & Holmstedt since 1991. His experience includes solid waste revenue bonds, special tax and assessment district bonds, certificates of participation, general obligation bonds, and tax allocation bonds. Mr. Martz has assisted in structuring approximately 425 debt financings totaling in excess of $4.5 billion during his career. He has developed complex analytical models pertaining to the rate and method of special tax apportionment, variable rate transactions, and refunding bonds.
Mr. Martz began his municipal finance career at Dean Witter Reynolds in San Francisco in 1988. Prior to his current position he was a Vice President in the Public Finance Department at Bear Stearns, also in San Francisco. He holds a Master's degree in Public Policy from the University of California, Berkeley and a B.A. degree in Economics from the University of Dayton.
Mr. Martz holds the following FINRA license: Series 52 Municipal Securities Representative.
Mr. Ospital-Cone began his public finance investment banking tenure in 2015. He joined Westhoff, Cone & Holmstedt in 2018 to utilize his analytic and technical support to enhance and expand the firm’s capabilities in this area.
Mr. Ospital-Cone is experienced in bond sizing, refinancing analytics, proforma financial analysis, market comparable analysis, and credit analysis.
Prior to his current position he was an Associate in the Healthcare Public Finance Department at KeyBanc Capital Markets in San Francisco. He holds a B.S. degree in Finance from the University of Arizona.
Mr. Ospital-Cone holds the following FINRA licenses: Series 52 Municipal Securities Representative and Series 63 Uniform Securities Agent State Law. Additionally, he is currently working on obtaining his Series 50 Municipal Advisor Representative license.
Ms. Wyant joined Westhoff, Cone & Holmstedt in 1995 as support staff to the firms’ investment bankers. She has 31 years’ experience as an Administrative Assistant in Public Finance. Among other duties, Ms. Wyant is the Corporate Secretary responsible for managing the firm's financial accounts.
Ms. Wyant held a similar position in the Corporate Finance Departments of Bear Stearns and Salomon Brothers in San Francisco.
Ms. Kenward joined Westhoff, Cone & Holmstedt in 1992 as support staff to the firms’ investment bankers. She has 28 years’ experience as an Administrative Assistant in Public Finance. Ms. Kenward maintains a great working relationship with clients and is astute in anticipating their needs.
Ms. Kenward held a similar position in the Corporate Finance Department of Bear Stearns in San Francisco.
Talia Brandt serves as the firm’s Compliance Associate and is also President and Founder of Vista Compliance, LLC, a compliance consulting firm for Broker Dealers, Registered Investment Advisers and Fund Managers. Ms. Brandt's work with Vista Compliance entails working with these firms to ensure compliance with FINRA, State and SEC regulations. In this role Ms. Brandt has developed and implemented compliance and financial policies and procedures to ensure solid internal controls are in place for several firms around the San Francisco Bay area. Prior to founding Vista Compliance, Ms. Brandt was Vice President for a FINRA member firm that conducted private placements, and a SEC registered RIA business managing a fund of funds. Ms. Brandt began her career at Goldman Sachs, where she worked in their Private Wealth Management division.
